I am directed by Viscount Milner

to acknowledge the receipt of your letter No.C.E. 3713/20 of the 6th of April regarding salaries in Hong Kong, and to express regret that it has not been possible to furnish an earlier reply.

2. I am to request you to inform the Lords Commissioners of the Admiralty that the salaries of Hong Kong Civil Servants have recently undergone revision, as shown in the enclosed printed corres- pondence. The revised rates were stated by the Commission, on whose report (with` considerable modifications in detail) the new scales are based as representing

an approximate increase ranging from 12% on the present total emoluments of the higher grades to 30% in the case of the lower grades. Sir E.Stubbs estimates the cost of his proposals at an advance of about 30% on pre-war figures, and an increase of 10% on present rates. It will be observed that in future all sterling salaries will be paid to offices actually serving in the Colony at 2

shillings the dollar and that duty allowances (1.e.allowances granted to
